Cabinet Approves ₹10,000 Crore Container Manufacturing Scheme and ₹1,857 Crore Sports Goods Scheme
On 28 October 2026, the Union Cabinet approved the Container Manufacturing Promotion Scheme (CMPS) with an outlay of ₹10,000 crore, to be run by the Ministry of Ports, Shipping and Waterways.
The scheme aims to raise India's container-making capacity from about 70,000 TEUs (twenty-foot equivalent units, the standard measure for containers) a year to 7.5 lakh TEUs a year, roughly ten times more.
It runs from FY 2027-28 to FY 2039-40: three years to build factories, followed by ten years of production support. Domestic content in each container must rise from 70% to 90%.
The Cabinet also approved the Khelo India Sports Goods Manufacturing Scheme with an outlay of ₹1,856.67 crore for 2026-27 to 2033-34, to build four large sports goods manufacturing zones and support makers of sports equipment.
Both schemes were first announced in the Union Budget 2026-27 and aim to cut import dependence and create jobs under Make in India.
Container Manufacturing Promotion Scheme (CMPS)
The Container Manufacturing Promotion Scheme is a central government scheme to help companies make shipping containers in India. Shipping containers are the large steel boxes in which most of the world's goods travel by sea. Today almost all of them are made in China, so India depends on imports for a basic tool of its own trade. The scheme gives money support to Indian factories so they can make these boxes at a competitive cost.
The Cabinet decision turns the Budget 2026-27 announcement into an approved scheme with fixed money, rules and timelines. It is India's first dedicated attempt to build a home-grown container industry and reduce dependence on imported containers.
Container Shipping and the TEU Metric
Container shipping is the system of moving goods in standard-sized steel boxes that fit on ships, trucks and trains without being opened. Because every box has the same size and corner fittings, cranes can load and unload them very quickly. The industry counts boxes in TEUs (twenty-foot equivalent units): a 20-foot container is 1 TEU and a 40-foot container is 2 TEUs.
The new scheme measures both its targets and its eligibility rules in TEUs. Knowing what a TEU is, and the difference between making containers and handling them at ports, is key to reading the scheme correctly.
Khelo India Scheme: India's Flagship Programme for Sports
The Khelo India Scheme is the main central government programme to develop sports in India, from village playgrounds to the Olympic podium. It is run by the Ministry of Youth Affairs and Sports. It funds sports infrastructure, talent search, training, competitions such as the Khelo India Games, and support for athletes.
The Khelo India brand, so far linked to athletes and stadiums, now extends to the factories that make bats, balls and equipment. The goal is to turn India's strong demand for sports into a home-grown manufacturing and export industry.
