India and Mexico Begin Talks on a Preferential Trade Agreement to Boost Trade and Investment

What happened
01

India and Mexico have started negotiations for a Preferential Trade Agreement (PTA), a limited trade deal in which each side cuts import duties on a chosen list of goods.

02

The talks will cover market access (which goods get lower duties), customs procedures and trade facilitation (making it faster and cheaper to move goods across borders).

03

Both sides discussed sending a Mexican business mission to India in early 2027, so that companies can explore deals directly.

04

India sells far more to Mexico than it buys, so it runs a trade surplus. Its main exports are cars, auto parts and medicines; its main import from Mexico is crude oil.

05

The push comes after Mexico, from 1 January 2026, raised import duties (5% to 50%) on more than 1,400 product lines from countries that have no trade agreement with it, including India. A PTA could bring these duties down for Indian goods.

Free Trade Agreements: Concept and WTO Framework

A trade agreement is a deal between countries to make trade between them cheaper and easier, mainly by cutting import taxes (tariffs). Agreements come in levels. A Preferential Trade Agreement (PTA) is the lightest: each side cuts duties only on a limited list of products. A Free Trade Agreement (FTA) removes duties on most of the trade, and deeper deals like a CEPA (Comprehensive Economic Partnership Agreement) also cover services and investment.

Connection to this news

India chose a PTA with Mexico because it can be signed faster than a full FTA. Speed matters because Mexico's higher duties on non-FTA countries have hurt Indian exports since January 2026.

The Most-Favoured-Nation (MFN) Principle

The Most-Favoured-Nation (MFN) principle is the basic rule of world trade: do not discriminate between your trading partners. If a WTO member gives a lower import duty to one country, it must give the same duty to all other WTO members. The "MFN rate" is therefore the normal, standard duty a country charges everyone.

Connection to this news

Because Mexico raised its MFN duties, Indian goods now pay more than goods from Mexico's FTA partners. A PTA is the legal way, under the MFN exceptions, for Mexico to give India lower duties again.

India-Mexico Relations

India and Mexico are two large developing democracies, one in Asia and one in North America. They share old cultural links, close cooperation in farming science and growing trade. Mexico was the first Latin American country to establish diplomatic relations with independent India, in 1950. Today the relationship is mainly driven by trade and investment, as Indian companies use Mexico as a base to reach the huge North American market.

Connection to this news

The start of PTA talks is the first time India and Mexico are negotiating a trade agreement of their own. It turns the long-standing goal of deeper economic ties into a concrete step, and the planned Mexican business mission in early 2027 aims to grow investment both ways.
