Ukraine Calls India's Peace Proposal "Most Comprehensive": India's Role in a Black Sea Energy and Shipping Truce

Ukraine's Ministry of Foreign Affairs said four proposals are being discussed to reduce or end the Russia-Ukraine war, and described India's proposal as the most comprehensive of them. Ukraine said that, for the first time, India has signalled it is willing to play an active mediating role.

The other proposals: Türkiye and Egypt have proposed a grain and agricultural truce in the Black Sea, and the United States has proposed an energy truce (a halt to attacks on energy infrastructure).

Ukraine said it is ready to consider an energy truce and an agricultural truce in the Black Sea, and wants them treated as one connected package. The energy part would require a full halt to attacks on energy infrastructure, including port facilities. Ukraine also said it is open to an unconditional ceasefire along the line of contact (the current front line).

The plan builds on India's earlier engagement on restoring safe navigation in the Black Sea. During UN General Assembly meetings in September 2026, Ukraine had said Egypt, India and Türkiye had offered options for a maritime truce.

India's Ministry of External Affairs has said India is in continuous contact with both Moscow and Kyiv and supports dialogue and diplomacy. On 3 September 2026, India's External Affairs Minister made the first standalone bilateral visit by an Indian foreign minister to Kyiv, where talks covered peace efforts, Black Sea security, freedom of navigation and global food security.

Russia's response remains the key to any next step. Russia has said it is open to talks but that conditions for a peace track are not yet in place.

Black Sea: Geography and Strategic Significance

The Black Sea is a large inland sea between south-eastern Europe and western Asia. Six countries border it: Ukraine, Russia, Georgia, Türkiye, Bulgaria and Romania. It connects to the open ocean only through a narrow chain of Turkish waterways, the Bosporus and the Dardanelles. Because of this, it is a key route for grain, oil and warships, and a frontline of the Russia-Ukraine war.

The truces now being discussed are about the Black Sea: keeping its shipping lanes safe and stopping attacks on ports and energy facilities along its coast. India's proposal, along with others from Türkiye, Egypt and the United States, tries to make this strategic sea usable again for grain and trade, which matters for food prices worldwide, including in India.

Black Sea Grain Initiative (2022)

The Black Sea Grain Initiative was a deal that let Ukraine export grain, other food and fertiliser by sea during the Russia-Ukraine war. It was agreed in Istanbul on 22 July 2022 by Russia, Ukraine, Türkiye and the United Nations. It created a protected shipping corridor from three Ukrainian ports and a joint body to inspect ships. It ran for almost a year, until Russia withdrew on 17 July 2023.

Ukraine says Türkiye and Egypt have proposed an agricultural truce in the Black Sea, which is in effect an attempt to revive the idea of the 2022 Grain Initiative. Egypt relies on Ukrainian grain for roughly a third of its supply, which explains its interest. India's broader proposal, described by Ukraine as the most comprehensive, builds on these same lessons: safe shipping, protected ports and food security.

Strategic Autonomy: India's Foreign Policy Doctrine

Strategic autonomy means India makes its own foreign policy decisions based on its own national interest, without letting any single big power or alliance decide for it. It grew out of the Cold War policy of non-alignment and is today often described as multi-alignment: working with many partners, issue by issue. It is what allows India to talk to both Russia and Ukraine, and to the US and Europe, at the same time.

Because India has kept strong ties with Russia while also building ties with Ukraine and the West, both sides are willing to hear its ideas. Ukraine's statement that India is now ready to play a mediating role shows strategic autonomy in action: India can act as a bridge precisely because it has not joined either camp.
