Eurasian Economic Union (EAEU)

The EAEU is a regional economic integration bloc established by the Treaty on the Eurasian Economic Union, signed in Astana on 29 May 2014 by Russia, Belarus, and Kazakhstan, and which came into effect on 1 January 2015. It provides for free movement of goods, services, capital, and labour among member states, along with a coordinated policy in key economic sectors.

Connection to this news

The FTA under negotiation is between India and this exact five-member bloc, so member composition and the EEC's role are directly testable.

India-EAEU FTA Negotiation Process

Formal India-EAEU FTA talks trace back to a 2015 Joint Study Group set up to assess feasibility. Negotiations were relaunched when India and the EAEU signed the Terms of Reference (ToR) in Moscow in August 2025, laying out an 18-month roadmap. This is distinct from the earlier idea of a standalone India-Russia FTA, since EAEU trade policy (including its common external tariff) is negotiated collectively through the Eurasian Economic Commission, not bilaterally with individual member states.

Key Details

  • Joint Study Group on India-EAEU FTA feasibility: 2015.
  • Terms of Reference to formally launch negotiations: signed in Moscow, August 2025.
  • Stated objectives: diversify Indian export markets, benefit MSMEs, farmers, and fishermen, and support new sectors and geographies.
  • India-EAEU trade turnover: about $69 billion in 2024, a rise of roughly 7% over 2023.
Connection to this news

The New Delhi meeting builds on this ToR-based roadmap, aiming to accelerate the goods-trade track ahead of the November 2026 round.

Trade Agreement Typology: FTA vs PTA vs CEPA

An FTA eliminates tariffs on substantially all trade in goods between parties (and may partially cover services), unlike a PTA (partial tariff concessions on a limited list) or a CEPA/CECA (which additionally covers services, investment, and regulatory cooperation). Classifying the correct type of agreement under negotiation is a recurring UPSC test point across different trade-agreement current-affairs items.

Connection to this news

The India-EAEU pact under negotiation is explicitly termed an FTA, distinguishing it from India's PTA-type arrangements such as the one with MERCOSUR.
