Direct Benefit Transfer (DBT) — Origin and the JAM Trinity

DBT is a Government of India mechanism to transfer welfare benefits and subsidies directly into beneficiaries' bank accounts, aiming to eliminate leakages, duplication, and delays associated with the earlier multi-layered subsidy distribution system. It was launched on 1 January 2013 and progressively expanded to cover hundreds of central schemes.

Connection to this news

The Rs 2.08 lakh crore transferred so far in FY27 is a real-time snapshot of this DBT/JAM infrastructure operating across ~320 schemes, with fertiliser subsidy and PDS-linked transfers forming the largest categories.

Fertiliser Subsidy — the Largest DBT Component

India's fertiliser subsidy is administered under the Nutrient Based Subsidy (NBS) policy for phosphatic and potassic (P&K) fertilisers and a separate subsidy for urea, both routed through DBT since 2018. Unlike direct cash transfers to farmers, fertiliser subsidy DBT operates on a "sale-first" model: the subsidy is released to fertiliser companies only after retailers confirm actual sale to a farmer, authenticated via Point of Sale (PoS) devices linked to Aadhaar.

Connection to this news

Fertiliser subsidy's position as the single largest DBT line item (Rs 62,984 crore) in FY27 so far reflects both the scheme's scale and the "sale-first" DBT model's role in curbing diversion of subsidised fertiliser.

PAHAL and MGNREGS — Distinct DBT Models Within the Same Framework

DBT covers structurally different types of schemes: PAHAL (DBTL) transfers a fixed LPG subsidy amount directly to a consumer's bank account after they purchase a cylinder at market price, while MGNREGS wages are transferred as compensation for guaranteed rural employment under a statutory right.

Key Details

  • PAHAL (Pratyaksh Hastaantarit Labh), launched in November 2014-January 2015, was recognised by the Guinness Book of World Records (2015) as the largest cash transfer programme (by number of households) at the time, covering over 12 crore households.
  • MGNREGS, under the Mahatma Gandhi National Rural Employment Guarantee Act, 2005, guarantees 100 days of wage employment per rural household per year; wages are legally mandated to be paid via DBT into bank/post office accounts, with delay-compensation provisions if payment exceeds the statutory 15-day window.
  • PMAY-Gramin, the rural arm of the Pradhan Mantri Awas Yojana (launched 2016), transfers housing assistance directly to beneficiary accounts in instalments linked to construction progress, targeting houseless and inadequately housed rural households identified via the Socio-Economic Caste Census/Awaas+ survey.
Connection to this news

The presence of PAHAL, MGNREGS, and PMAY-G among the top DBT categories in FY27 illustrates DBT's use across subsidy (PAHAL), employment-guarantee (MGNREGS), and capital-asset (PMAY-G) schemes — each with a different legal and delivery architecture unified only by the DBT/PFMS payment rail.
