India, China hold first high-level military flag talks in Arunachal amid LAC tensions

What happened
01

India and China held their first senior military commander-level flag meeting along the Line of Actual Control (LAC) in the Arunachal Pradesh sector, extending Corps Commander-level military diplomacy beyond the Ladakh-centred mechanism used since 2020.

02

The meeting was held at Wacha on the Indian side on September 6 and at Damai on the Chinese side on September 7.

03

The talks followed understandings reached during the Special Representatives dialogue on the boundary question, most recently held between India's National Security Advisor and China's Foreign Minister.

04

The meeting forms part of continuing efforts by both sides to maintain peace along the LAC and gradually normalise bilateral ties after the 2020 border standoff.

The Three-Tier India-China Border Management Architecture

India and China manage their unresolved 3,488-km LAC through a layered set of mechanisms operating at different levels — political, diplomatic, and military. Understanding the hierarchy is essential to distinguishing news about "talks" at different levels.

Key Details

  • Special Representatives (SR) Mechanism — constituted in 2003 (first proposed by India's side during a 1979 visit, formalised during the 2003 Prime Ministerial visit to China); explores the boundary framework from an overall bilateral-relationship perspective. Co-chaired by India's National Security Advisor and China's Foreign Minister/Special Representative. As of 2026, 25 rounds of SR talks have been held, the most recent in Beijing in August 2026.
  • Working Mechanism for Consultation and Coordination (WMCC) — set up via an agreement signed at the 15th round of SR talks in January 2012; a Joint Secretary (India)/Director-General (China) level body handling day-to-day border-related consultation. It explicitly does not discuss resolution of the boundary question, which remains reserved for the SR mechanism.
  • Corps Commander / Military Commander-level talks — the operational-military tier, begun in the Ladakh sector after the 2020 Galwan clash to manage disengagement and de-escalation; the Wacha-Damai meeting is the first time this tier has been formally extended to the Arunachal (eastern) sector.
  • Border Personnel Meetings (BPMs) — the most local tier, held at designated points (Daulat Beg Oldie and Chushul in Ladakh, Nathu La in Sikkim, Kibithu and Bum La in Arunachal Pradesh) for routine confidence-building between local commanders.
Connection to this news

The Wacha-Damai meeting sits at the Corps Commander/military-commander tier — a step below the political SR mechanism and above the local BPM level — and its extension to Arunachal Pradesh signals institutionalisation of border management beyond the Ladakh sector that has dominated India-China military diplomacy since 2020.

LAC vs LoC vs International Boundary

UPSC frequently tests the distinction between India's different disputed/undisputed border lines, since each has a different legal character and governing mechanism.

Connection to this news

The absence of a mutually agreed, demarcated boundary in the Arunachal sector is precisely why military-level "flag meetings" — rather than routine border-guarding coordination as on a settled IB — are needed to manage day-to-day tension there.

AFSPA and Army's Role in Border-Adjacent Internal Security

Arunachal Pradesh, alongside the border-management dimension, also falls under India's internal security architecture for the North-East given its proximity to the LAC and history of insurgency-related deployment.

Key Details

  • The Armed Forces (Special Powers) Act, 1958 empowers the Army/Central Armed Police Forces to operate in areas declared "disturbed" under Section 3, primarily invoked historically in parts of the North-East and Jammu & Kashmir.
  • Arunachal Pradesh has seen AFSPA applied in a limited number of districts bordering Assam, distinct from its LAC-facing border districts where the Army's role is externally oriented (border management) rather than counter-insurgency.
  • The Army's Eastern Command, through Corps such as the 3 Corps ("Spear Corps," headquartered at Rangapahar, Nagaland), holds operational responsibility for the Arunachal sector of the LAC.
Connection to this news

The Wacha-Damai talks were conducted by the same Army formation (3 Corps) that also has internal-security responsibilities in the North-East, illustrating the dual external (LAC management) and internal (insurgency-related) roles the Army performs in India's border states.
