COP17 Opens in Yerevan: The World Checks Its Biodiversity Promises at the Halfway Mark

What happened
01

The 17th Conference of the Parties (COP17) to the Convention on Biological Diversity (CBD) formally opened on 19 October 2026 in Yerevan, the capital of Armenia. It runs till 30 October 2026, and more than 10,000 delegates are attending.

02

COP17 is the halfway checkpoint of the Kunming-Montreal Global Biodiversity Framework (KMGBF), the 2022 world plan with 23 targets to be met by 2030. Countries will do the first global review of how far they have reached.

03

A UN report on the state of biodiversity action, released on 15 October 2026, found that fewer than half of the targets it assessed are on track.

04

Countries aim to finalise the Yerevan Pathway: a set of decisions to speed up action, close the gap in money for nature (biodiversity finance) and put conservation promises back on track over the next four years.

05

Two related meetings are being held alongside in Yerevan: the meeting of Parties to the Cartagena Protocol on Biosafety (on genetically modified organisms) and to the Nagoya Protocol (on sharing benefits from genetic resources).

06

Civil society groups have pointed out that nature's condition has worsened since 2022. Some groups have also raised concerns about the host country's approval of operations at the Amulsar gold mine.

Convention on Biological Diversity (CBD)

The Convention on Biological Diversity, or CBD, is the main world treaty for protecting the variety of life on Earth. It was signed at the Earth Summit in Rio de Janeiro in 1992 and came into force on 29 December 1993. It has three goals: protect biodiversity, use it in a way that it lasts (sustainable use), and share fairly the benefits that come from using genetic resources. Almost every country in the world has joined it, and India is a full member.

Connection to this news

COP17 in Yerevan is the 17th meeting of the CBD's top body. Its job is to check how far countries have come on the 2022 framework and agree the Yerevan Pathway to speed up action. The meetings of the CBD's two protocols are being held alongside it.

Kunming-Montreal Global Biodiversity Framework (GBF)

The Kunming-Montreal Global Biodiversity Framework is the world's current plan to stop and reverse the loss of nature. It was adopted in December 2022 at COP15 of the Convention on Biological Diversity. It has 4 goals for 2050 and 23 targets for 2030. Its best-known target is "30x30": protecting 30% of the world's land and 30% of its oceans by 2030.

Connection to this news

COP17 is the halfway checkpoint of this framework. Since most targets are off track, the "Yerevan Pathway" is meant to speed up action and close the finance gap so that countries can still meet the 2030 targets.

Cartagena Protocol on Biosafety (2000)

The Cartagena Protocol on Biosafety is an international agreement under the Convention on Biological Diversity. It sets rules for moving living modified organisms (LMOs) safely from one country to another. LMOs are living things, such as seeds or microbes, whose genes have been changed using modern biotechnology. The Protocol gives an importing country the right to know about such organisms in advance and to say "no" if it judges them risky to its nature or people's health.

Connection to this news

The Cartagena Protocol's meeting of Parties is running alongside COP17 in Yerevan. Its decisions on risk assessment, new technologies like synthetic biology, and capacity-building feed into the wider effort to protect biodiversity under the Yerevan Pathway.
