Finance Ministry's Saturation Campaign: Jan Dhan, Insurance and Pension Schemes for Every Panchayat

What happened
01

The Department of Financial Services (DFS) in the Union Ministry of Finance is running a nationwide saturation campaign for financial inclusion. "Saturation" means trying to cover every eligible person, so that nobody is left out.

02

The campaign aims to reach about 2.70 lakh gram panchayats and urban local bodies (village councils and town or city bodies) across India.

03

Banks will hold camps in these areas. At the camps, people can open basic bank accounts and join key government schemes such as the Pradhan Mantri Jan Dhan Yojana (PMJDY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Atal Pension Yojana (APY).

04

The camps will also do Aadhaar seeding (linking a person's Aadhaar number to their bank account, so government money can reach it directly) and re-KYC (updating identity documents of old accounts).

05

Banks will help customers add or update nominees in savings accounts and provide other banking services. Since 1 November 2025, a bank customer can name up to four nominees for a deposit account.

06

A similar campaign ran from July to October 2025. It held about 2.67 lakh camps and recorded about 5.19 crore re-KYCs.

Pradhan Mantri Jan Dhan Yojana (PMJDY): India's Bank Account for Every Household

The Pradhan Mantri Jan Dhan Yojana (PMJDY) is a central government scheme that gives every Indian adult a basic bank account with zero minimum balance. The account comes with a free RuPay debit card, accident insurance and, for eligible people, a small overdraft (a short loan). It is India's National Mission for Financial Inclusion. Its idea is simple: before a poor family can save, get insurance, get a pension or receive government money directly, it first needs a bank account.

Connection to this news

The saturation campaign uses PMJDY as its base. Banks will open Jan Dhan accounts for adults who still have none, seed Aadhaar into accounts so DBT money can flow, and complete re-KYC so that old, dormant accounts become usable again.

Jan Suraksha Schemes: PMJJBY, PMSBY and APY

The Jan Suraksha schemes are three low-cost social security schemes of the Government of India: Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) for life insurance, Pradhan Mantri Suraksha Bima Yojana (PMSBY) for accident insurance, and Atal Pension Yojana (APY) for old-age pension. They are meant for ordinary people, especially workers in the unorganised sector, who have no insurance or pension from an employer. All three are linked to a person's bank account, and the money is paid through auto-debit (automatic cut from the account).

Connection to this news

The saturation campaign will enrol people in PMJJBY, PMSBY and APY at camps in about 2.70 lakh panchayats and urban local bodies. The goal is that every eligible bank account holder has basic life cover, accident cover and a pension plan.

Financial Inclusion Index (FI-Index) of the RBI

The Financial Inclusion Index (FI-Index) is a single number made by the Reserve Bank of India (RBI) to show how well people in India use formal financial services. It covers banking, investments, insurance, postal services and pensions. The score runs from 0 (nobody included) to 100 (everyone fully included). It is published every year in July.

Connection to this news

The FI-Index gives the most weight to Usage. A campaign that reactivates dormant accounts, adds insurance and pension cover, and updates KYC and nominees aims to raise exactly this part of the score, not just the number of accounts opened.
