India-US Trade Pact to Be Finalised in Light of Changed US Tariff Rules: India's Trade Talks Map

The Union Commerce and Industry Minister said on 10 October 2026 that the India-US trade pact will be finalised keeping "changed circumstances" in mind.

India and the US had announced a framework for an interim trade agreement in February 2026. The broad deal is done, and officials are now drafting the fine print (the legal text).

The main change is in US law. In February 2026, the US Supreme Court ruled that the International Emergency Economic Powers Act (IEEPA) does not allow the US President to impose tariffs (import taxes). So the US is looking at other legal tools to set tariffs and give special treatment to trade partners.

India's goal is to keep the tariff advantage promised to its exporters in February: Indian goods should face lower US tariffs than goods from competing countries.

India is also negotiating trade deals with Israel, Chile, the six-nation Gulf Cooperation Council (GCC) and the Russia-led Eurasian Economic Union (EAEU). Talks with Canada are moving faster, talks with Mexico are about to start, and talks with the Southern African Customs Union (SACU) will begin soon.

The India-UK trade agreement (Comprehensive Economic and Trade Agreement, CETA) came into force on 15 July 2026.

India-US Bilateral Trade Agreement (BTA)

The India-US Bilateral Trade Agreement (BTA) is a trade deal that India and the United States are negotiating. Its aim is to make it cheaper and easier for each country to sell goods and services to the other. It does this by cutting tariffs (import taxes) and removing other trade hurdles. The deal is being built in stages, with a first part (an interim deal) planned before a fuller agreement.

The "changed circumstances" are mainly the new US legal situation after the Supreme Court ruling. India now wants the final legal text to lock in the tariff advantage it was promised in February, even though the US tariff tools have changed.

Free Trade Agreements: Concept and WTO Framework

A Free Trade Agreement (FTA) is a deal between two or more countries to remove or sharply cut tariffs on most of the goods they trade with each other. Each country still keeps its own tariffs for countries outside the deal. Modern FTAs also cover services, investment and rules such as rules of origin. India calls its bigger deals by names like CEPA (Comprehensive Economic Partnership Agreement), CECA or TEPA, but they are all FTAs in substance.

Eurasian Economic Union (EAEU)

The Eurasian Economic Union, or EAEU, is a group of five countries from the former Soviet Union that have joined their economies together. The members are Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan. Inside the union, goods, services, money and workers can move freely, and all members charge the same import tax on goods coming from outside. You can think of it as a smaller, looser version of the European Union, built around Russia.

The minister listed the Russia-led EAEU among the regions India is negotiating trade deals with. Because the EAEU is a customs union, India has to negotiate one deal with the whole bloc through the Eurasian Economic Commission, not separately with Russia or Kazakhstan.
