Special Representatives (SR) Mechanism on the India-China Boundary Question (2003)

The SR mechanism was set up in 2003 to explore, from a political perspective, a fair, reasonable and mutually acceptable framework for a boundary settlement, distinct from the technical/diplomatic-level border talks. India's National Security Adviser and China's Foreign Minister/State Councillor are designated as the Special Representatives.

  • Established 2003; the "Political Parameters and Guiding Principles for the Settlement of the India-China Boundary Question" agreement was signed in 2005, laying down the three-stage approach — (i) guiding principles, (ii) a framework, and (iii) actual delimitation/demarcation
  • SR talks are held roughly annually; the 25th round of SR talks was held in 2026 between India's NSA and China's Foreign Minister
  • Border delimitation ("early harvest") refers to attempting agreement in less-disputed stretches of the border first, rather than a single comprehensive settlement
  • Works alongside, but is distinct from, the diplomatic/military-level Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC), set up in 2012 to manage day-to-day border incidents and maintain peace along the LAC
