Downstream Constitutional Linkages
Census data feeds directly into delimitation (redrawing of constituency boundaries) under Article 82, and into the allocation of seats in the Lok Sabha and state assemblies in proportion to population. The 42nd and 84th Constitutional Amendments froze delimitation based on the 1971 census population figures until the first census after 2026, to avoid penalizing states with successful population control.
- Article 82: provides for readjustment of Lok Sabha seats after each census, via a Delimitation Act
- 42nd Amendment (1976) and 84th Amendment (2001): froze seat allocation to 1971 population figures until after the first census conducted after 2026
- Census 2027 is therefore the trigger point at which the delimitation freeze becomes eligible to be lifted
- Delimitation Commission composition: chaired by a retired/sitting Supreme Court judge, with the Chief Election Commissioner and State Election Commissioners as members
