India's Solar Growth Enters a New Era
The Union Cabinet approved the Pradhan Mantri Surya Sarovar Yojana (PM-SSY), a scheme to develop 5,000 MW of Floating Solar Photovoltaic (FSPV) capacity backed by co-located Energy Storage Systems (ESS)
The scheme carries a total outlay of approximately Rs 5,070 crore
Projects will carry a minimum storage capacity equivalent to two hours of generation, aggregating to about 10,000 MWh of storage nationally
Central financial assistance of Rs 1 crore per MW is to be disbursed after commissioning, with projects sanctioned between FY 2026-27 and FY 2030-31 and support continuing up to FY 2032-33
The scheme follows an assessment by the National Institute of Solar Energy (NISE) estimating India's floating solar potential at roughly 102 GWp across reservoirs and other inland water bodies
Floating Solar Photovoltaic (FSPV) Technology
Floating solar involves mounting PV panels on pontoons anchored on reservoirs, canals, or other water bodies instead of land. It addresses two of India's biggest solar deployment constraints: land scarcity and land-acquisition delays. The water body beneath the panels also has a natural cooling effect, which typically improves panel efficiency compared with ground-mounted systems, while the panels reduce water evaporation from the reservoir.

National Institute of Solar Energy (NISE) and the National Solar Mission
NISE is the apex R&D institution for solar energy under the Ministry of New and Renewable Energy (MNRE). It was upgraded from the earlier Solar Energy Centre to an autonomous institution in 2013 to support implementation of the Jawaharlal Nehru National Solar Mission (JNNSM), launched in 2010 as one of the eight missions under the National Action Plan on Climate Change (NAPCC, 2008).

India's Renewable Energy and Climate Targets (Panchamrit, COP26)
At COP26 (2021), India announced five climate commitments known as "Panchamrit," including raising non-fossil fuel electricity generation capacity to 500 GW by 2030 and meeting 50% of energy requirements from renewable sources by 2030. Energy storage is central to meeting these targets because renewable generation is intermittent.
