Census 2027: Snow-Bound Area Enumeration in Ladakh, J&K, Himachal and Uttarakhand from September 1
House-to-house population enumeration for Census 2027 will begin from 1 September 2026 in Ladakh and the snow-bound, non-synchronous areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, ahead of the main national census.
A self-enumeration option, allowing citizens to fill in their own census details digitally, will be available from 17 to 31 August 2026, before the house-to-house phase begins.
The reference date for this phase of the Census is 00:00 hours on 1 October 2026, with a revisional round scheduled from 1 to 5 October 2026.
This Census will, for the first time since 1931, include caste enumeration as part of the schedule, alongside demographic, socio-economic, educational, migration, and fertility data, and will make use of a self-enumeration digital portal.
Census Act, 1948 and the Legal Basis for Enumeration
The Census Act, 1948, is the primary legislation governing the conduct of the decennial Census in India. Section 8 of the Act empowers the Central Government to direct what particulars are to be obtained during enumeration, giving legal authority to collect data points such as caste without requiring a fresh legislative amendment.
