US Secretary of State's India Visit: Trade Deal, Energy and Russian Oil on the Agenda

What happened
01

US Secretary of State Marco Rubio is on a visit to India as part of a 17-22 October 2026 trip that began in Samarkand, Uzbekistan. His India stops are Mumbai and Jamnagar (Gujarat). For the first time, a US Secretary of State is visiting India without planned meetings in New Delhi.

02

The Ministry of External Affairs confirmed talks with the External Affairs Minister in Mumbai on 20 October. The agenda covers energy, trade, investment, defence, critical and emerging technologies, and regional and global issues.

03

The US State Department said the trip focuses on energy cooperation and meetings with business leaders. The visit includes the Jamnagar refinery of Reliance Industries, the world's largest single-site oil refinery (about 1.4 million barrels a day).

04

Trade: The first phase of the India-US Bilateral Trade Agreement (BTA) has been finalised and is in legal drafting, but has not been signed. India has said it will put it into effect only when its exporters get competitive terms.

05

Russian oil: A new US law of September 2026 allows tariffs of up to 100% on goods from the biggest buyers of Russian oil and gas. The US paused these tariffs with a waiver on 16 October 2026, but the waiver can be withdrawn at any time. India's position is that its energy purchases are guided by its national interest.

06

The visit also includes a celebration of the 250th anniversary of US independence (1776-2026), with the Secretary of State as guest of honour.

India-US Relations: From Estrangement to Strategic Partnership

India and the United States are the world's largest and oldest major democracies. Their relationship has moved from distance and suspicion during the Cold War to a Comprehensive Global Strategic Partnership today. It now covers trade, defence, technology, energy, education, space and the Indo-Pacific. The US is India's biggest export market, and the two countries work together in groups like the Quad. But the relationship also has frictions over trade, tariffs, Russia and visas.

Connection to this news

The Secretary of State's visit covers almost every pillar of this partnership at once: trade, energy, defence and technology. It also touches its main friction, India's purchase of Russian oil. Holding talks in Mumbai and Jamnagar, with a strong business focus, shows how central trade and energy have become in India-US ties.

India-US Bilateral Trade Agreement (BTA)

The India-US Bilateral Trade Agreement (BTA) is a trade deal the two countries are negotiating to make it cheaper and easier to sell goods and services to each other. It cuts tariffs, removes other trade hurdles and strengthens supply chains. It is being done in stages (tranches), starting with an interim agreement. Talks were launched on 13 February 2025.

Connection to this news

Trade is a main item of the visit. India wants the final text to give its exporters an edge over rival countries in the US market, now that US tariff laws have changed since the February 2026 framework.

Economic Sanctions: Primary vs Secondary Sanctions

Economic sanctions are penalties a country puts on another country, company or person to force a change in behaviour, using money and trade instead of force. Primary sanctions stop a country's own citizens and companies from dealing with the target. Secondary sanctions go further: they punish companies or countries outside the sanctioning country if they deal with the target. This is how US sanctions on Russia can affect India.

Connection to this news

Russian oil is on the agenda because the 2026 US law hangs over India as one of the largest buyers of Russian crude. The waiver means the tariffs are paused, not removed, so the issue remains part of India-US talks on trade and energy.
