India-Singapore Ministerial Roundtable (ISMR)

The ISMR is a high-level institutional mechanism established in 2022 to steward the India-Singapore bilateral relationship, bringing together ministers from both countries to review progress and set new priorities across designated pillars of cooperation.

Key Details

  • The inaugural ISMR was held in 2022; the mechanism has since become a recurring platform, with the 2024 round held in Singapore and the round preceding this one held in New Delhi in August 2025.
  • Priority pillars under the ISMR include advanced manufacturing, connectivity, digitalisation, healthcare and medicine, skills development, and sustainability.
  • The ISMR sits alongside the longer-running India-Singapore Comprehensive Economic Cooperation Agreement (CECA), signed on 29 June 2005 — the first comprehensive economic agreement India signed with any country, covering goods, services, investment, and movement of professionals.
Connection to this news

This meeting is the fourth iteration of the ISMR, showing the mechanism's institutionalisation as the primary vehicle for translating the India-Singapore Comprehensive Strategic Partnership into sector-specific outcomes.

India-Singapore Comprehensive Strategic Partnership

India and Singapore elevated their bilateral relationship to the level of "Strategic Partnership" in 2015, later upgraded further with expanded frameworks covering defence, economic, and technology cooperation, positioning Singapore as a key node in India's Act East Policy and gateway to ASEAN.

Key Details

  • Singapore has consistently been among India's largest sources of Foreign Direct Investment; it was India's largest source of FDI in FY 2025-26, with inflows of approximately USD 19.8 billion.
  • Bilateral trade under CECA expanded significantly, from about USD 6.7 billion in FY 2004-05 (pre-CECA) to USD 35.6 billion by 2023-24.
  • Singapore is a member of ASEAN, and the India-Singapore relationship is often cited as a template for India's broader ASEAN engagement given Singapore's role as a financial and logistics hub in Southeast Asia.
Connection to this news

The ministerial-level engagement and the FDI/trade volumes underline why Singapore is treated as a distinctive economic partner for India within its Act East framework, distinct from India's engagement with ASEAN as a bloc.
