India, Australia unveil new defence declaration to deepen Indo-Pacific cooperation
India and Australia issued the Australia-India Joint Declaration on Defence and Security Cooperation (2026) on 9 July, reaffirming their Comprehensive Strategic Partnership (CSP)
The declaration commits both countries to an "advanced, integrated and top-tier" defence and security partnership, covering maritime security, defence exercises, and interoperability
New commitments include an India-Australia Maritime Security Collaboration Roadmap, expanded aircraft deployments from each other's territories, deeper personnel exchanges through education and training, and exploring cooperation on recruiting skilled defence workforce personnel
The two countries announced the Australia-India Partnership on Cyber, Critical Technologies and Supply Chains, and reaffirmed cooperation through the Quad and the Indo-Pacific Oceans Initiative
India-Australia Comprehensive Strategic Partnership (CSP), 2020
India and Australia elevated their bilateral relationship to a Comprehensive Strategic Partnership at a virtual summit on 4 June 2020, alongside signing the Mutual Logistics Support Arrangement (MLSA), which allows reciprocal access to each other's military bases and facilities for logistics support.
Key Details
- The CSP was signed the same month as heightened India-China border tensions along the Line of Actual Control (Galwan clash, June 2020)
- The MLSA (2020) is one of a network of similar logistics agreements India has signed, alongside LEMOA with the US (2016) and similar arrangements with France, Singapore, and Japan
- A Joint Declaration on a Shared Vision for Maritime Cooperation in the Indo-Pacific was also issued in 2020
The 2026 Joint Declaration explicitly builds on and reaffirms the 2020 CSP, describing an "acceleration" of the partnership six years on, extending it into new domains such as cyber and critical technologies.
Quad and the Indo-Pacific Oceans Initiative (IPOI)
The Quadrilateral Security Dialogue (Quad) — India, US, Japan, Australia — is an informal strategic grouping focused on a free, open, and inclusive Indo-Pacific. The Indo-Pacific Oceans Initiative, launched by India in 2019, is a non-treaty, non-military framework for maritime cooperation built around pillars such as maritime security, marine ecology, and disaster risk reduction.
Key Details
- The Quad traces its origins to the 2004 Indian Ocean tsunami relief coordination and was revived in 2017; it remains a dialogue forum, not a treaty alliance
- Australia's return to the India-led Malabar naval exercise in 2020 (alongside the US and Japan) effectively brought all four Quad members together in a joint naval exercise for the first time since 2007
- AUSINDEX is a separate bilateral India-Australia naval exercise begun in 2015, held biennially
The 2026 declaration explicitly commits to expanding cooperation "with the United States and Japan, including through the Quad and the Indo-Pacific Oceans Initiative," situating the bilateral upgrade within the broader four-nation Indo-Pacific architecture.
Defence Interoperability and Personnel Exchange Frameworks
Defence interoperability refers to the ability of armed forces of different countries to operate jointly — through common exercises, information-sharing protocols, technical standards, and personnel exchanges. Enhanced interoperability is typically enabled by foundational agreements (logistics support arrangements, communications and information security agreements) rather than being self-executing.
Key Details
- Logistics support arrangements (like the 2020 MLSA) are the standard precursor to deeper interoperability, distinguishing them from formal defence treaties/alliances, which India does not enter into as a matter of strategic autonomy
- The 2026 declaration's reference to "recruiting skilled personnel for their respective defence workforces" reflects a newer trend of defence-industrial and human-capital cooperation, distinct from traditional joint exercises
- India maintains similar interoperability frameworks with the US (2+2 Ministerial Dialogue, since 2018), Japan, and France
The declaration's provisions on personnel exchanges, education, and training extend India-Australia defence cooperation beyond hardware and exercises into human-capital and institutional linkages.
