Navy to commission indigenous stealth frigate Mahendragiri this week

What happened
01

The Indian Navy commissioned INS Mahendragiri, an advanced stealth guided-missile frigate, at Visakhapatnam under the Eastern Naval Command — marking the completion of the Project 17A (Nilgiri-class) programme.

02

INS Mahendragiri is the seventh and final warship built under Project 17A; it was constructed by Mazagon Dock Shipbuilders Limited (MDSL), Mumbai, and delivered on April 30, 2026.

03

The commissioning follows a period of rapid inductions: INS Dunagiri, INS Sanshodhak, and INS Agray were commissioned together on June 21, 2026; Mahendragiri is part of the July 2026 induction tranche.

04

The vessel is the sixth P17A ship to be delivered by MDSL, with the first P17A (INS Nilgiri) having been delivered in December 2024 — meaning six ships were delivered in less than 17 months.

05

With approximately 75% indigenous content, the ship exemplifies the Aatmanirbhar Bharat and Make in India defence manufacturing policy.

Make in India in Defence: Indigenisation Policy

Make in India in defence is a government policy to reduce import dependence, build domestic defence manufacturing capacity, and shift procurement toward Indian firms. The Defence Acquisition Procedure (DAP) and the Defence Production and Export Promotion Policy (DPEPP 2020) provide the framework. Key categories in defence procurement now mandate certain levels of indigenous content for warships, aircraft, and armaments.

Key Details

  • Project 17A was sanctioned by the Defence Acquisition Council (DAC) in June 2009 at an estimated cost of ₹45,000 crore for seven frigates.
  • Both major public sector shipyards are involved: Mazagon Dock Shipbuilders Limited (MDL), Mumbai — 4 ships; Garden Reach Shipbuilders and Engineers (GRSE), Kolkata — 3 ships.
  • Indigenous content: approximately 75% — including weapons systems, sensors, and propulsion components.
  • Over 75% of project orders placed on Indian firms, including MSMEs, creating a defence industrial base linkage.
  • Key indigenous systems aboard: BEL HUMSA-NG hull-mounted sonar (developed by DRDO), Combat Management System CMS-17A, and several electronic warfare suites.
Connection to this news

INS Mahendragiri completing Project 17A represents the full realisation of a programme designed in 2009 to demonstrate that India can build advanced multi-mission warships entirely through domestic shipyards.

Warship Classification: Frigates, Destroyers, and Corvettes

Modern warships are classified by size, displacement, and mission profile. A frigate is a medium surface combatant (3,000–6,000 tonnes), more capable than a corvette but smaller and less heavily armed than a destroyer. Frigates primarily conduct anti-submarine warfare (ASW), anti-air warfare (AAW), and surface warfare escort missions.

Key Details

  • Corvette: 500–3,000 tonnes; coastal/littoral patrol and escort duties.
  • Frigate: 3,000–6,000 tonnes; blue-water capable; ASW, AAW, anti-surface warfare.
  • Destroyer: 5,000–10,000+ tonnes; fleet escort, area air defence, ballistic missile defence.
  • INS Mahendragiri displacement: ~6,670 tonnes; length: 149 m; beam: 17.8 m; speed: up to 28 knots; complement: ~226.
  • Propulsion: Combined Diesel and Gas (CODAG/CODOG) arrangement for fuel efficiency at cruise + high-speed sprint capability.
  • The Project 17A frigates are an improved variant of the Shivalik-class (Project 17) frigates that preceded them.
Connection to this news

Understanding warship classification — frigate vs. destroyer vs. corvette — is a standard Prelims question type triggered by each new naval induction.

Stealth Technology in Warships

Stealth in warships refers to reduced radar cross-section (RCS), reduced infrared signature, low acoustic/magnetic signature, and reduced underwater noise, making the vessel harder to detect, track, and target. It is achieved through hull design (angled surfaces to deflect radar), composite materials, exhausts management, and vibration damping.

Key Details

  • Project 17A frigates feature a "super-structure" design with integrated mast and angled hull panelling to minimise RCS.
  • Underwater acoustic quieting — critical for ASW operations, since a stealthy ship is harder for enemy submarines to detect in turn.
  • Advanced sonar: BEL HUMSA-NG is a hull-mounted active-cum-passive integrated sonar capable of detecting, localising, and tracking submarines.
  • Weapon systems include: 8 × BrahMos anti-ship cruise missiles (supersonic, ~Mach 3), 32 × Barak-8 surface-to-air missiles (long-range AAW), 127mm main gun, 2 × AK-630M close-in weapons systems, and torpedo tubes.
  • The Combat Management System (CMS-17A) integrates all sensors, weapons, and data links for networked warfare.
Connection to this news

The combination of stealth design and multi-domain weapons makes Project 17A frigates "blue-water" ships capable of force projection far from Indian shores — directly relevant to India's maritime security doctrine and Indian Ocean strategy.

India's Naval Doctrine and Maritime Security

India's maritime strategy centres on securing the Indian Ocean Region (IOR), protecting Sea Lines of Communication (SLOCs), and projecting credible deterrence. India is the dominant naval power in the IOR and maintains a fleet structured around aircraft carriers, destroyers, frigates, submarines, and patrol vessels. Indigenous warship production is both a strategic necessity and an economic objective.

Key Details

  • The Indian Ocean carries ~80% of global oil trade and ~50% of global container traffic — SLOC protection is an existential strategic interest.
  • India's three naval commands: Western (Mumbai), Eastern (Visakhapatnam), Southern (Kochi).
  • INS Mahendragiri was commissioned at Visakhapatnam (Eastern Naval Command) — the command facing the Bay of Bengal, Andaman Sea, and the Malacca Strait approaches.
  • India's current capital warship programme includes Project 17A (frigates), Project 15B Visakhapatnam-class (destroyers), and Project 75I (submarines).
  • Mazagon Dock Shipbuilders Limited (MDL) is a Miniratna Category-I defence PSU under the Ministry of Defence.
Connection to this news

Each P17A commissioning strengthens the Eastern Naval Command's ability to monitor the Bay of Bengal and project power east — relevant to both China's growing IOR presence and maritime security of the Andaman & Nicobar Islands.
