Punjab’s groundwater crisis: 52% more groundwater extraction than annual availability, canals being sought as a solution
A state assessment found Punjab extracted about 26.32 billion cubic metres (BCM) of groundwater in 2025-26 against an annually rechargeable/available quantum of roughly 17.29 BCM — around 52% more extraction than what is sustainably available.
Overall groundwater exploitation in the state stood at over 150% of the sustainable limit, with a large majority of assessed administrative blocks classified as over-exploited or critical.
Agriculture, particularly paddy cultivation, is the dominant driver: nearly 25 BCM of the total extracted groundwater went to irrigation.
A state committee, headed by the Principal Secretary of the Water Resources Department, is pushing solutions centred on expanding canal-based irrigation and crop diversification to reduce dependence on tube-well pumping.
Groundwater assessment methodology: recharge, extraction and the "stage of extraction"
