As water stress deepens, India asks thermal power plants to account for every drop
The Central Electricity Authority (CEA) has issued an advisory (dated 2 September 2026) directing thermal power stations to undertake comprehensive annual water audits.
The audits require plants to establish a full water balance — tracking freshwater intake, where water is used, losses, wastewater generated, and how much is recycled or reused — and to identify avoidable losses.
The move responds to deepening water stress: nearly half of India's existing coal-based power capacity operates in water-scarce regions, and a large share sits in areas of acute water stress, while weak or erratic monsoons threaten reliable water supply to plants.
Compliance with India's decade-old water-use norms for thermal plants has remained weak, prompting the push for audit-based accountability rather than fresh standard-setting alone.
Water-Use Norms for Thermal Power Plants (2015 Environment Ministry Notification)
In January 2015, the Ministry of Environment, Forest and Climate Change amended the Environment (Protection) Rules to prescribe specific water-consumption limits for coal/lignite-based thermal power plants, aiming to cut freshwater withdrawal and reduce effluent discharge given water's growing scarcity as a resource for power generation.
