10 lakh litres a day: Women SHGs lead dairy push in 31 UP districts
Women-led Self Help Groups (SHGs) in Uttar Pradesh are collectively collecting 10 lakh litres (1 million litres) of milk daily across 31 districts, generating a business of approximately ₹5,000 crore
Five Milk Producer Companies — Balini, Samarthya, Kashi, Baba Gorakhnath, and Srijani — are operating across these 31 districts and 5,205 villages, managing the full dairy value chain (procurement, processing, marketing)
Over 45,611 women members linked to these dairy chains have become "Lakhpati Didis" — earning at least ₹1 lakh annually
The initiative is supported by the UP State Rural Livelihoods Mission (UPSRLM), aligned with the national Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM), and benefiting from state government dairy schemes
This represents a scale-up of women's economic participation in the rural economy through institutional collective action
Self Help Groups (SHGs) and the DAY-NRLM Framework
A Self Help Group (SHG) is a homogenous group of typically 10–20 women from similar socio-economic backgrounds who pool savings, provide mutual credit, and collectively access government schemes and institutional finance. The Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM), commonly called Aajeevika, is India's flagship programme for mobilising and empowering rural poor women through SHGs.
Key Details
- DAY-NRLM: Launched June 2011 by the Ministry of Rural Development; restructured in 2011 from the earlier Swarnajayanti Gram Swarozgar Yojana (SGSY)
- SHG size: 10–20 members per group; homogenous (similar economic background); savings-linked credit model
- Scale (2025): ~90 lakh (9 million) SHGs with over 10 crore (100 million) women members across India — the world's largest women's collective initiative
- Four pillars of DAY-NRLM:
- Social mobilisation (forming and strengthening SHGs)
- Financial inclusion (bank linkage, credit at subsidised rates)
- Livelihood promotion (skill training, enterprise support)
- Convergence with other government schemes (MGNREGA, PMAY-G, etc.)
- UPSRLM: Uttar Pradesh State Rural Livelihoods Mission — the state-level implementation body of DAY-NRLM; orchestrates SHG federation into Milk Producer Companies
The UP dairy initiative is a direct outcome of the DAY-NRLM framework: SHGs aggregated into Village Organisation (VO) → Cluster Level Federation (CLF) → Milk Producer Company, creating an institutional supply chain managed entirely by rural women.
Lakhpati Didi — India's Rural Women Prosperity Initiative
"Lakhpati Didi" is a government initiative targeting SHG members whose households earn ₹1 lakh or more annually (averaging ₹10,000/month across at least 4 agricultural seasons or business cycles). It was announced by the Prime Minister in the Independence Day address in August 2023 and included in interim Budget 2024-25 as a target of creating 3 crore Lakhpati Didis.
Key Details
- Target: 3 crore (30 million) Lakhpati Didis by 2025 (subsequently revised to ongoing goal)
- Implementation: Through DAY-NRLM; SHG members supported with skill training, market linkages, and enterprise development
- Livelihood streams for Lakhpati Didi: Dairy, poultry, horticulture, food processing, handicrafts, tailoring, and digital financial services
- Drone Didi: A sub-initiative training SHG women as drone pilots for agricultural spraying — announced in interim Budget 2024-25
- Linkage to SHG bank credit: SHG-bank linkage programme: ~₹1.5–2 lakh crore outstanding credit to SHGs (2024-25)
- UP-specific data: 45,611 women in UP's dairy SHG chains are already Lakhpati Didis
The UP dairy model is a template for how the Lakhpati Didi initiative generates sustained income — through organised collective production (milk), institutional processing, and market access — rather than one-time asset transfers.
India's Dairy Sector — Institutional Framework and Policy
India is the world's largest milk producer, contributing approximately 23% of global milk production. The sector operates through a three-tier cooperative structure championed by the Anand Model (Operation Flood), as well as through private dairy companies and, increasingly, Women's Milk Producer Companies under NRLM.
Key Details
- India's milk production (2023-24): ~239 million tonnes — world's largest, ahead of USA and EU
- Operation Flood (1970–1996): Organised by National Dairy Development Board (NDDB); created the Anand Model — village cooperative → district union → state federation (e.g., Amul/GCMMF)
- NDDB (National Dairy Development Board): Established 1965; statutory body; technical support for milk producer cooperatives; Headquarters: Anand, Gujarat
- NDDB Dairy Services (NDS): Works with Ministry of Rural Development as an NRLM Support Organisation (NSO) to set up and support Women's Milk Producer Companies — the institutional model used in UP
- Milk Producer Companies vs Cooperatives: Milk Producer Companies are registered under the Companies Act (Section 8 or Producer Company); cooperatives are registered under state cooperative societies acts — different governance models, similar function
- White Revolution 2.0: Government initiative to expand milk production through FPOs and Milk Producer Companies, targeting doubling farmer income from dairy
The 5 UP Milk Producer Companies (managing 31 districts) represent the "White Revolution 2.0" model in action — not AMUL-style cooperatives, but SHG-federated producer companies, supported by NRLM and NDDB infrastructure, creating inclusive rural enterprises entirely led by women.
