V.O. Chidambaranar Port (VOC Port), Thoothukudi

V.O. Chidambaranar Port is a major port of India at Thoothukudi (also called Tuticorin) in southern Tamil Nadu. It lies on the Gulf of Mannar, close to the busy East-West international shipping route that links East Asia with the Middle East and Europe. It is an artificial deep-sea harbour, run by the V.O. Chidambaranar Port Authority under the Union Ministry of Ports, Shipping and Waterways. It is one of India's leading container ports and a key gateway for the southern states.

Where exactly is it?

Thoothukudi is on the south-east coast of Tamil Nadu, facing the Gulf of Mannar. The Gulf of Mannar is the sea between south-east India and north-west Sri Lanka. Sri Lanka and the Indian landmass shelter this sea, so it is calmer than the open ocean. The port is only a short sail from the main shipping lane that passes south of Sri Lanka. Colombo, a large transshipment hub, lies just across this sea.

Why does its location matter?

Most ships sailing between East Asia and Europe or the Gulf pass south of Sri Lanka. A deep Indian port close to this route can attract big ships directly. Today, much Indian cargo is carried on small "feeder" ships to Colombo, then loaded on big ships. This adds time and cost, like changing buses at a far-off bus stand instead of taking a direct bus from your town.

Where did it come from?

  • Tuticorin has been a port town for centuries. It was famous for pearl fishing, which gives it the name "Pearl City".
  • In 1906, the freedom fighter V.O. Chidambaram Pillai founded the Swadeshi Steam Navigation Company. It ran Indian-owned ships between Tuticorin and Colombo to challenge the British India Steam Navigation Company's monopoly. For this, he is remembered as "Kappalottiya Thamizhan" (the Tamil who sailed the ship). The company was wound up in 1911.
  • The modern artificial harbour was built later. It became India's 10th major port on 11 July 1974.
  • It was renamed V.O. Chidambaranar Port Trust in 2011 after V.O. Chidambaram Pillai. It became the V.O. Chidambaranar Port Authority in 2022, under the Major Port Authorities Act, 2021.

How is the port built?

It is an artificial harbour. Two parallel rubble-mound breakwaters (walls of piled rocks) project about 4 km into the sea. The North Breakwater is about 4,099 m long and the South Breakwater about 3,873 m. Inside this sheltered basin, ships load and unload at berths. The present draft (depth of water available for a ship) is about 14.2 m. This limits the size of ships that can come in fully loaded.

What does it handle?

  • Cargo: coal, containers, fertilisers and raw materials, petroleum products, cement, food grains, salt and more.
  • Containers: it has been one of India's top container ports, handling roughly 7% of India's container traffic.
  • Traffic: in 2025-26 it handled a record of about 43.3 million tonnes of cargo and about 8.6 lakh TEUs.
  • Hinterland: southern Tamil Nadu and parts of Kerala, with industries such as textiles, salt, chemicals, power plants and agriculture exports.

Green port role

The Ministry of New and Renewable Energy has recognised VOC Port as one of three green hydrogen hubs at major ports under the National Green Hydrogen Mission, along with Deendayal (Kandla) Port and Paradip Port. VOC Port set up an early green hydrogen pilot project and plans green ammonia and methanol bunkering (refuelling ships with clean fuels).

Why does an outer harbour matter?

Modern container ships and large bulk carriers need 16-18 m of water depth or more. A port with limited depth cannot receive them fully loaded. The outer harbour will be built further out to sea, with a new breakwater of about 5.5 km, dredged deep channels and reclaimed land for terminals. This gives the port deep-draft berths able to take much larger vessels, which lowers the cost of moving each container.

India's position and Indian examples

India is trying to build its own transshipment capacity so that Indian cargo is not shifted at foreign ports such as Colombo, Singapore and Salalah. Vizhinjam Port in Kerala began commercial operations as India's first deep-water container transshipment port. A large transshipment port is also planned at Galathea Bay in Great Nicobar. VOC Port's outer harbour adds a third southern option.

Commonly confused concepts

  • VOC Port vs Kamarajar Port: Kamarajar Port is at Ennore, near Chennai, and is run as a company. VOC Port is at Thoothukudi and is a Port Authority.
  • Gulf of Mannar vs Palk Bay: the Gulf of Mannar lies south of Rameswaram and Adam's Bridge (Ram Setu). Palk Bay and the Palk Strait lie to the north of them.
  • Thoothukudi vs Kanniyakumari: Kanniyakumari is India's southern tip on the mainland. Thoothukudi is further north-east along the coast.
  • Gateway port vs transshipment port: a gateway port mainly serves cargo going to and from its own hinterland. A transshipment port mainly shifts containers from one ship to another.

Issues, criticism and the way forward

  • Environment: the Gulf of Mannar has coral reefs, seagrass beds and the dugong (sea cow). Dredging and reclamation need careful environmental and Coastal Regulation Zone (CRZ) clearances.
  • Competition: VOC Port must compete with Colombo, Vizhinjam and other Indian ports for the same ships and cargo.
  • Cost and delay: large marine projects often face cost overruns. The outer harbour cost rose sharply compared with earlier estimates.
  • Fishers and coastal communities: their livelihoods must be protected during construction.
  • Way forward: timely bidding, rail and road connectivity to the hinterland, and the use of green fuels to stay competitive.
