National Register of Citizens (NRC)
Legal Basis and the Assam Precedent
The NRC is a register of legal citizens maintained under Section 14A of the Citizenship Act, 1955 (inserted by the Citizenship (Amendment) Act, 2003), read with the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. It is distinct from the Census — the Census is a headcount of all usual residents regardless of citizenship, while the NRC is a citizenship-verification exercise. The only state where NRC has been updated is Assam, where the process used 1971 (not 1951) as the cut-off year, flowing from the Assam Accord (1985) and its associated 1985 amendment (Section 6A) to the Citizenship Act; the final Assam NRC was published on August 31, 2019.

- The demand for a Manipur NRC using 1951 as base year would differ in cut-off year from the only precedent exercise (Assam, 1971), making it a distinct and so-far untested proposition under current rules
- NRC and Census serve different legal purposes and use different governing statutes — conflating their sequencing is the central procedural question in this demand
