Framework Agreement (2015)
The Framework Agreement between the Government of India and NSCN(IM) was signed on August 3, 2015, marking a step beyond the 1997 ceasefire toward a political settlement of the decades-long Naga political issue. It set the broad principles for continuing negotiations but did not itself constitute a final settlement.
- The agreement recognised the "unique history, culture, and position of the Nagas" and their aspirations, without disclosing full details publicly, which has kept the exact terms (including questions of Naga territorial integration across states) contested
- Talks have continued for over two decades without a final accord, and the unresolved question of "Greater Nagalim" (Naga-inhabited areas beyond Nagaland, including parts of Manipur, Assam, and Arunachal Pradesh) remains a source of friction with these states
- Manipur's government and civil society groups have historically opposed any redrawing of state boundaries under the Naga settlement, making Naga-inhabited hill districts of Manipur (like Senapati) sensitive zones
