Kudankulam and India-Russia Nuclear Framework
India's civil nuclear cooperation with Russia rests on inter-governmental agreements dating to the 1988 and 2008 frameworks, implemented through Nuclear Power Corporation of India Limited (NPCIL) and Russia's state nuclear corporation Rosatom (via Atomstroyexport). The flagship project is the Kudankulam Nuclear Power Plant (KKNPP) in Tamil Nadu, using Russian VVER-1000 pressurised water reactors.
- KKNPP is designed for six units of 1,000 MW each (total 6,000 MW capacity) upon completion; Units 1 and 2 are operational, with Units 3-6 at various stages of construction.
- Units 5 and 6 construction began in 2021, continuing through 2026.
- India and Russia are in discussions on new nuclear power plant sites beyond Kudankulam, as part of India's civil nuclear expansion plans, including moves to open nuclear power to private/foreign investment following amendments proposed to India's Atomic Energy Act and Civil Liability for Nuclear Damage Act.
