Indian Ocean Rim Association (IORA)
IORA is an intergovernmental organisation established in 1997 to promote regional cooperation among the 23 countries bordering the Indian Ocean. India is a founding member and currently chairs IORA (from November 2025).
- IORA's 6 priority areas: maritime safety and security, trade and investment facilitation, fisheries management, disaster risk reduction, academic and science cooperation, and tourism and cultural exchanges.
- The 10 dialogue partners include China, the US, the UK, France, and Egypt.
- The Indian Ocean Conference (IOC) is a separate annual Track 1.5 dialogue (not the same as IORA) — held since 2016, co-organised by India Foundation and partnering institutions.
- The 9th Indian Ocean Conference (2026) in Port Louis brought together foreign ministers and senior officials from IOR countries.
