Defence Acquisition Procedure

DAC and CCS Approval Process

Major Indian defence procurement and international collaboration proposals move through a structured approval chain: the Defence Acquisition Council (DAC), chaired by the Raksha Mantri, grants Acceptance of Necessity, after which high-value proposals require clearance from the Cabinet Committee on Security (CCS). Categories of acquisition include Buy (Indian/Global), Buy and Make (with transfer of technology), and Make (indigenous design and development).
